(1) The committee shall choose the plan on the basis of priority to conduct the programs as mentioned in its action plan. A proposal with the cost estimate of the selected program or plan should be prepared and submitted to the council (2) In the proposal submitted in accordance with sub-rule (1), the part of the labor donation of the consumer should also be mentioned and the part of such labor donation should be at least ten to thirty percent of the total cost.
(3) In accordance with sub-rule (1), the council shall provide technical assistance to the committee if necessary in preparing the cost estimate.
(4) The program or plan received in accordance with sub-rule (1) shall be submitted to the council for discussion in its meeting and if necessary, the meeting shall approve such program or plan. For the implementation of the approved program or plan, the council will disburse funds on a quarterly basis based on the progress of the work.
(5) Before implementing the approved program or plan according to sub-rule (3), the committee shall hold a meeting of the officials of the subordinate groups and publicize it.
(6) After the completion of the program or plan conducted in accordance with this rule, the relevant committee shall request the council to pass the examination of the said plan and if such a request is made, the council shall provide the necessary technical assistance to pass the examination.
(7) After completion of the work of the program or plan, the committee shall submit its accounting, audit and inspection report to the Council.
(8) According to sub-rule (7), after the submission of the accounting, reimbursement and inspection report, the council shall conduct on-site inspection as required, and if the work is found to be completed, the program or plan shall be inspected and passed.
(9) If the council does not have a technician for the relevant subject to pass the examination according to this rule, it may request the district development committee to provide the relevant technician.
(10) According to sub-rule (9) request to provide technicalIf it comes, the District Development Committee will have to send a technical team.
(11) The expenses incurred in passing the cost estimate and examination of the program or plan according to this rule shall be included in the expenses of the related plan or program.
